BALTFORDEX

The Latvian Ministry of the Interior State Police Forensic Service Department (FSD), in collaboration with the Ministry of the Interior Information Centre, the Lithuanian Police Forensic Science Centre, the Estonian Forensic Science Institute and the Swedish Nacional Forensic Centre, from January 1 2019 until June 30 2020, will be implementing the European Union Internal Security Fund 2014 – 2020 project “Increasing Capacity of Baltic State Forensics to Stimulate the Exchange of Forensic Data via Prüm (BALTFORDEX)” (Project No.821194).

The goal of the project is to improve the exchange of DNA and fingerprint data within the Prüm Decision framework in Latvia and other Baltic countries, firstly by creating a digitalized and integrated DNA database registration system to ensure secure, fast and effective data exchange, and secondly by developing unified standard procedures for the collection and examination of fingerprints for automated exchange. The project will include quality improvement training for the collection of DNA and fingerprint samples at the crime scene and their subsequent examination. The capacity of fingerprint examination will be increased with modern visualization technologies, which will be integrated into the FSD Quality Management System according to the LVS ISO/IEC 17025 standard. Concurrently, training and experience exchange events will take place, during which new DNA technologies will be investigated and evaluated in terms of their concordance with automated data exchange with traditional DNA methods and with other law enforcement facilities in EU Member States.

Within the scope of the Project, a digitalized DNA database registration, search and archiving system will be developed, and computer hardware and software will be acquired for the visualization and analysis of fingerprint data, which will have a direct impact on the quality of data acquired and subsequently shared.

Total Project funding is 639 923 EUR, of which 598 059 EUR is ISF financing, and 53743,74 EUR is national co-financing.
